And while there are many different ways to judge intelligence, some of them have to do with how educated a person is. - Bethany

- Morgantown
Jon Dawson/Flickr Morgantown in Monongalia County is home to West Virginia University. It has a total population of 30,133 and 47.8 percent of the people there have a bachelor’s degree or higher.
- Shepherdstown
Ron Cogswell/Flickr Shepherdstown in Jefferson County is home to Shepherd College. It has a total population of 1,632 and 50.5 percent of the people there have a bachelor’s degree or higher.
- Lewisburg

- Cheat Lake

- North Hills
Town of North Hills North Hills in Wood County has a population of 826. About 53.5 percent of the town has a bachelor’s degree or higher.
- Thurmond

- Harpers Ferry

- Green Bank

Plus the other people who live there can’t exactly spend all their time staring at cell phones while their brains waste away. Those aren’t allowed. The town has a population of 93 and 87.7 percent of them have at least their bachelor’s degrees.
